Standing Rules

I.                    FORMAT OF REGIONS

 

A.  The Association shall be divided into Regions.

 

B.  The Regions must conform to the “By-laws” and “Standing Rules” of the Association.

 

C.  Region Officers:

 

1.       Each Region shall have:

a.         Region elections shall take place prior to the Annual Meeting of the State Association.

E.  Region Membership

 

Individual Region attendance is flexible according to personal preference. 

 

 

II.         DUES STRUCTURE

 

A.  Amount

 

Agency Membership dues are $250.00 for 10 members (Gold) a fiscal year.

Agency Membership dues are $150.00 for 5 members (Silver) a fiscal year.

Active membership dues are $50.00 a fiscal year.  

Associate Membership dues are $50.00 a fiscal year.

Sponsoring Membership dues are $250.00 a fiscal year.

Volunteer Membership dues are $10.00 a fiscal year.

 

B.  Billing

 

Dues are billed through, and made payable to, the Illinois Crime Prevention Association.

 

C, Breakdown

 

60% of each member’s or total agency dues is advanced to the State General Fund.
40%
 of each member’s or total agency dues is advanced to the Region the member(2) attends.

 

 

III.        NEW MEMBERS

 

Upon acceptance as a member in good standing, the State Secretary shall provide each new member with a “Letter of Welcome” from the President of the Association.

 

The Region’s Chairperson shall provide a copy of the current membership roster, “By-Laws”, “Standing Rules”, and “Procedures Manual”, to the new member.

 

 

IV.       MEETINGS OF THE ASSOCIATION

 

A.   All meetings of the Association are open to the general membership.

B.   Membership meetings of the Association shall be conducted during the months of February, June, and October.  The meetings shall be scheduled for the fourth Wednesday of each of these months, with the exception of the June meeting, which will be held any day during the last week of the month.  Dates of these meetings will be published.

 

 

 

 

 

     
      C.   The Annual Meeting (which is the June, General Membership meeting) will involve:

 

1.  The installation of Executive Officers

 

2.   Award Presentations

 

3.   The presentation and acceptance of the next fiscal year’s budge

D.   The State Association shall subsidize Regions hosting Association meetings up to $600.00 for meeting expenses.  Receipts will be required for reimbursement.

          

 

V.        COMMITTEES

 

There shall be at least one (1) member from the Board of Directors sitting on any committee of the Association.  Committee Chairpersons, who are appointed by the President, with the approval of the Board of Directors, are responsible for the composition of their committee.  These Chairpersons shall report in writing to the Board of Directors.  Duties of committees are defined in the Association Procedures Manual.

 

 

VI.       FINANCES

 

A.   Disbursements

 

1. The Board of Directors shall have the authority to expend funds up to, but not to exceed $500.00, for Association related expenses.

 

2.       * $1,250.00 will be allotted annually for the Christmas Fund.  As much as, but no more than $250.00, of this fund may be awarded to any one Region.  Regions must have written requests to the Association Board of Directors by the October State Meeting.  Requests will be approved by the Board.  Receipts will be required for reimbursement.

 

3.       * Each Region is encouraged to host a “Membership Drive” every year in order to bring in new members.  Each Region will be reimbursed 50% of the cost of the membership drive with a maximum of $250.00.  Receipts will be required for reimbursement.

 

B.   Reimbursement

 

1.       Any member seeking reimbursement from the Association must have prior authorization from the Board of Directors, and must provide proper documentation (receipts).

 

2.       Schedule:

       

Room & Board – No more than $75.00 per diem

Travel - $.32 per mile

 

C.  Mailing Lists

­

The Association mailing list is available to non-members for $200.00.

           
            D.   Reports

 

 

 

 

 

 

 

At each State meeting, the Region representative shall give a report consisting of the following:

 

1.       Current Events

 

2.       Finances

 

 

VII.      SUBSTITUTIONS

 

A department, or business, that pays the membership fee for a person, may replace that person with someone of their own choosing, subject to approval of the Board of Directors.  Membership fees paid by an individual may not be substituted.

 

 

VIII.     AMENDMENTS

 

The Standing Rules of the Association may be amended by a two-thirds majority of the members serving on the Association Board of Directors, or by a simple majority of the active members present, and voting at any regular meeting of the Association.
